The Ventura County Medical Resource Foundation presents the Twenty-Ninth Annual Leo Tauber, MD & David Fainer, MD Event Since 1956, the Ventura County Medical Resource Foundation (VCMRF) has been a leader in recognizing the achievements and dedication of the county’s medical doctors and health care professionals through the Leo Tauber, MD & David Fainer, MD Event. By acknowledging the work of health care professionals county- wide, VCMRF brings awareness of the exemplary work taking place every day in the health care community to help drive innovation in patient care and access to care for all residents, especially the county’s underserved population. VCMRF ’s Mission: “To improve, in partnership with others, access to needed health care for the most vulnerable and underserved residents of Ventura County.” 3
Congratulations to the 2022 Honorees Hospital Physician: Neil Canby, MD Raised near Sacramento, CA, Dr. Neil Canby attended UC Davis and graduated from the Tulane University School of Medicine in 1996. He moved to Ventura County in 1998, as a US Navy Undersea Medical Officer, stationed with Underwater Construction Team-2. He served a total of 11 years in the Navy and achieved the rank of Lieutenant Commander. He completed his residency in Emergency Medicine at LA County + USC where he was Chief Resident. Dr. Canby started working in the Emergency Department at Community Memorial Hospital (CMH) in the summer of 2004. He became the Medical Director of the Ojai Valley Community Hospital ER in 2015. Dr. Canby has held several positions at CMH, including EMS Director and Disaster Preparedness Medical Director. During the past two years, Dr. Canby has served at the COVID-19 Task Force Director helping coordinate the hospitals response and coordinating care within the community, including vaccination clinics and monoclonal antibody clinics. Additionally, he serves as a soccer and lacrosse coach for his two younger children, a flight medic for the Ventura County SAR Air Unit, President of the Mesa Union School Board, and has provided humanitarian medical care both in Jamaica and Sierra Leone. Clinical Physician: Michael Tushla, MD Born and raised in Fullerton, California, Dr. Mike Tushla is a third-generation physician and has practiced in Santa Paula since 1995. He is one of the founding physicians of Identity Medical Group. Dr. Mike is the campus physician for Thomas Aquinas College and a Medical Director of TLC Hospice. He is a preceptor for Santa Paula High School Human Service Academy and nurse practitioner students. He has served as team physician for Santa Paula High School football for 27 years. Dr. Tushla has been the Rotary Scholarship Chair for 12 years and received the Gale Mason Award from the club in 2011. He has been a youth coach for over 20 years and has coached basketball, soccer and Little League baseball. He was awarded the Charlie Castro Youth Basketball Coaching Award and Little League Volunteer of the Decade. 4
Community Physician: Timothy Horita, MD Dr. Timothy Horita’s career in Medicine began at age 6, after a car accident requiring surgery exposed him to what seemed like a mysterious world where lives were saved. It was clear to him, at that time, that he wanted to become a doctor. After graduating from UC Davis, Dr. Horita studied at Dartmouth Medical School finishing with honors and as a member of the Alpha Omega Alpha honor society. He was fortunate to do his residency in Family Medicine at the Kaiser Woodland Hills program. He graduated as chief resident and was hired on as faculty. A few years later he was appointed assistant program director, and later Program Director. When he learned that Kaiser was opening a new clinic in Oxnard, he jumped at the chance. Oxnard is very similar to his hometown, Vacaville, California: a small working-class agricultural city. He still enjoys teaching residents and medical students and holds an Assistant Clinical Professor appointment at the David Geffen School of Medicine at UCLA. In 2018, he was awarded the title of Fellow of the American Academy of Family Physicians. He continues to volunteer at the Westminster Free Clinic, as he has for the past 23 years, as he feels that providing care to the under-served and undocumented members of our community is one of the most important things he can do with his time and training. Although he has enjoyed medical writing and publication, much of his free time now is spent on family. Nurse: Shari Gerber, RN Shari Gerber is a registered nurse who’s worked for Assisted Home Health & Hospice in Ventura, as a Hospice RN for 13 years. She started her career as a certified nurse’s aide at Community Memorial Hospital in 1998 and while there, pursued her RN license. Once she graduated to an RN position, she worked the oncology unit for seven years. Via UCLA, she became chemotherapy certified and administered chemotherapy to cancer patients on the 6th floor. Shari acted as an intermittent charge nurse and mentored numerous nurses from Ventura College while at CMH. When the hospital wanted to create a Palliative Care team, Shari was right there. She attended many lectures, taught fellow clinicians & patients about this new Palliative Care Program. After 10 years at CMH, in 2009, Shari transitioned to hospice nursing with Assisted. She continues to educate & train Assisted’s newly hired nurses and those who are currently attending Ventura College to become a nurse. In addition to mentoring her peers, Shari’s gift is the connection she has with patients & families. Her sincere authenticity bonds her for life to those she touches. To watch Shari in action is like watching a genius solve a math equation, hearing a singer hit every note or like witnessing an artist paint a masterpiece. Shari provides love & support during a time that some cannot bear. The best part is she loves her job. 5
Behavioral/Mental Health Professional: Jason Cooper, MD A Camarillo native, Jason Cooper received his undergraduate degree from UCLA and completed his medical degree and residency training at the University of California, San Diego (UCSD). He was an Assistant Clinical Professor of Psychiatry at UCSD before returning home to practice in Ventura County for the past decade. Dr. Cooper serves as the Medical Director for both Ventura County Behavioral Health (VCBH) and Acute Psychiatry at the Ventura County Medical Center (VCMC). He enjoys teaching psychiatry resident physicians as a key faculty member for the Community Memorial Hospital System/Ventura County Psychiatry Residency Program. Dr. Cooper is being recognized for his extensive efforts integrating VCBH- VCMC psychiatry and raising the standard of psychiatric care provided to those most in need in our county. Dr. Cooper has been critical to bringing together and supporting mental health practitioners in service to our community. Community Service Advocate: Ventura County Sheriff Bill Ayub Sheriff Bill Ayub is the 20th elected sheriff of Ventura County. Bill joined the Ventura County Sheriff ’s Office in April of 1996, after serving as a police officer for several years in the City of North Las Vegas, Nevada and the City of Port Hueneme. Bill completed his training at the Ventura County Criminal Justice Training Center in 1990, earning top honors in marksmanship, physical fitness, and personal traits. Bill’s diverse and extensive law enforcement experience ranges from assignments in patrol, custody, SWAT, academy instructor, investigations, and senior management. Prior to being elected sheriff, Bill served at every rank from deputy sheriff through assistant sheriff. Bill has a Master of Science degree in Emergency Services Administration from California State University at Long Beach. Bill was born and raised in Ventura, and has been married to his wife, Stacey for 29 years. They have three adult children. 6
Trailblazer: Judith Balcerzak, MSW, PhD, LCSW Licensed as a psychotherapist for over 40 years, Judith Balcerzak earned degrees in psychology and social work in Michigan before moving to California. During her 15-year tenure with Ventura County Behavioral Health, Judith held progressively responsible leadership positions. After retiring from the County, Dr. Balcerzak developed and initiated the Human Services Degree Program at Ventura College, providing social work education for underserved students. Judith created and oversaw Community First Counseling Center, a nonprofit program predating the Affordable Care Act. For a decade, the Center provided low-cost counseling to uninsured community members. A lifelong learner, Judith earned PhD’s in Social Work and Organizational Psychology in 2003 and 2009. Her landmark book, Workplace Bullying: Clinical and Organizational Perspectives (2015, NASW Press) can be found in over 80 libraries in North America and Europe. With her husband, Dr. Daniel Jordan, Judith shares a love of sailing, international travel, and a deep commitment to social justice. Veterinarian Health Care Professionals: A.J. Regnier, DVM & Marianne Regnier, DVM At Ventura Veterinary Hospital, Dr. A.J. & Dr. Marianne Regnier understand the special role your pet plays in your family and they are dedicated to becoming your partner in your pet’s health care. Vision Care Specialist: S. Asha Balakrishnan, MD Dr. Asha Balakrishnan is a cataract, refractive, and cornea surgeon and board-certified ophthalmologist. Born & raised in Virginia, she graduated from the Norfolk Academy as the class Valedictorian, AP Scholar with Distinction, a National Merit Scholarship winner, and a Presidential Scholar finalist. She graduated from Harvard University with a B.A. in Chemistry, on the Dean’s List, and a recipient of the Harvard College Scholarship. Dr. Balakrishnan received her medical degree from the Washington University School of Medicine in St. Louis. After an internship at the Barnes-Jewish Hospital, she went on to do her Ophthalmology residency at the highly selective University of Michigan Kellogg Eye Center, where she received the Walter R. Parker Resident Teaching Award for excellence in teaching and numerous Joy Commendation & Making A Difference awards for exceptional patient care. Following this, she was selected for the prestigious cornea, anterior segment, and refractive surgery fellowship at the Baylor College of Medicine. Dr. Balakrishnan spent her first two years in practice at the University of Louisville, serving as the Director of Cornea & Refractive Surgery before coming to Los Angeles to work in private practice. In addition to her work in patient care, Dr. Balakrishnan continues to participate in resident teaching activities and has published several articles & commentaries on a variety of topics in medical journals. Social Worker: Rosie Hernandez, MSW, LCSW Rosie Hernandez, MSW LCSW is the Care Coordination Manager of Social Services for St. John’s Regional Medical Center and St. John’s Hospital of Camarillo. Rosie received a Bachelor of Arts in Social Work and a Master of Social Work Degree from California State University, Fresno. Rosie has over 20 years of experience working in health care. As the Manager of Social Services, assures patients and families receive support and services working collaboratively within an interdisciplinary setting to address psycho- social needs across the continuum of care. Rosie helped implement the St. John’s Hospital Caregiver Navigation Program. She previously served as the dedicated palliative care social worker and continues to participate in the hospital Cancer and Ethics Committee. Rosie also takes part in the Ventura County Human Trafficking Task Force Committee and the Ventura County Home Health Alliance. 8
Oral Health Specialist: Marie E.C.S. Alejandrino-Buell, DMD Achieving excellence consistently requires dedication. Dr. Marie Alejandrino-Buell has over 28 years’ experience in providing state-of-the-art dental care. Prior to opening Dental Designs in Oxnard, Dr. Marie Alejandrino-Buell ran a successful practice in La Jolla, California. Dr. Marie Alejandrino-Buell is a graduate of the Philippines’ premier university, the University of the Philippines, After completing her dental degree in 1992, she interned as a volunteer at the St. Martin de Porres Charity Hospital, the birthplace of Operation Smile International, where se worked as part of a multi-disciplinary team that provided care to people with facial deformities. After moving to the United States, she completed the DECOD Program, a Post- doctoral Fellowship at the University of Washington that focused on providing care for persons with disabilities. This led her to pursue a relationship with the Dental Organization for Conscious Sedation (DOCS), which allowed her to provide care to people who are afraid of coming to the dentist. Dr. Marie Alejandrino-Buell actively participates in advanced continuing dental education programs which provides the most recent technology and procedures in dentistry. She has participated in the Mastership Series at the Newport Coast Oral-Facial Institute, and in the PAC-live Aesthetic Continuum. She is also one of the few Senior Master Providers for FASTBRACES® in the world today. She is a member in good standing of the California Dental Association-Santa Barbara- Ventura County Dental Society and the American Dental Association. 9

James Ormonde Lloyd-Butler (1925-2022) James Ormonde Lloyd-Butler, one of the state’s last “Californios” was born in 1925 in Oxnard at St. John’s Hospital and died at home, at Rancho Santa Clara del Norte where he raised his family, sought his livelihood and lived the majority of his 96 years. PHOTO: ©FREDERIC ARANDA After graduating from Santa Clara High School in Oxnard, Jim joined the Navy in 1943 as a private, serving on the USS Hector. In 1956, he married Cynthia Dolores Marsh who became the love of his life for nearly 60 years. In 1978, Jim and Cynthia moved to the ranch, which he lovingly managed for the next 44 years. Jim was especially devoted to the men and women who helped him develop and execute his goals and dreams for the ranch. First were his two brothers, Shane and Pat and their families who supported his vision and his dream for the property. Equally important was the team of men and women who helped him execute his vision, manage the ranch’s staff and operations as well as its 200-year adobe house and grounds, including brothers Arturo, José and Ramiro Romo and Lupe Torres. Jim was predeceased in life by Cynthia, his beloved wife of 59 years. He was also predeceased by his cherished daughter Camilla Lloyd-Butler Shafer, who succumbed to cancer in 2018. Jim is sur- vived by his son Thomas and by four grandsons and one great-grand- son. Jim also leaves behind his beloved German shepherd dog, King, who will be well-loved and cared for. 29
Together We Make A Difference The Children’s Resource Program (CRP) bean 38 years ago with a simple concept, children should not live in pain. The CRP provides free, irreplaceable wellness to ensure access and treatment to oral health and vision care services in every city throughout Ventura County. Even with insurance and public programs, there are over 100,000 children who need basic dental education and exams. Working families that are already struggling to meet Ventura County’s high costs of living, are forced to watch helplessly, as their children suffer, because they cannot afford to pay for the treatment. Even children whose family income qualifies them for Medi-Cal, have unmet dental and vision needs because of the high fees and deductibles. Additionally, we are now providing treatment for low-income, vulnerable seniors. We thank you for being here tonight and supporting VCMRF, by helping us to provide access to care for the families in our community who need it the most.
