STATE/TERRITORY   STIMULUS PACKAGE KEY POINTS
                    A $2.3 billion package will support health services, payroll tax cuts for businesses, fee waivers for small businesses
                    and a funding injection for more cleaners.

                    Health boost
                       • NSW Health will receive $700 million to boost a range of services including doubling the capacity of intensive
                            care units across the state, preparing for additional coronavirus testing and buying extra ventilators and
                            medical equipment.

                    Business support and jobs
                        • $450 million has been allocated to waive payroll tax for businesses with payrolls of up to $10 million for three
                            months.
                        • $56 million to bring forward the next round of payroll tax cuts by increasing the threshold limit to $1 million for
                            the next financial year.
                        • $80 million has been allocated to waive fees and charges for small businesses such as cafes, restaurants and those
New South Wales             in trades.
                        • $250 million has been allocated to public schools and state-owned buildings to employ more cleaners.
                        • $250 million to bring forward maintenance on public assets including social housing and crown land fencing.
                        • $500 million to bring forward capital works and maintenance.

                    3rd April 2020
                    $10,000 grants to provide fast relief for NSW small businesses e.g. cafes, restaurants, corner shops, gyms and small
                    accommodation providers battling COVID-19

                    To be eligible, business will need to
                     • Have between 1-19 employees and a turnover of more than $75,000
                     • A payroll below the NSW Government 2019-20 payroll tax threshold of $900,000
•   Have an ABN as at 1 March 2020, be based in NSW and employ staff as at 1 March 2020;
                      •   Be highly impacted by the Public Health (COVID-19 Restrictions on Gathering and Movement) Order 2020 issued on 30
                          March 2020;
                      •   Use the funding for unavoidable business costs such as utilities, overheads, legal costs and financial advice;
                      •   Provide appropriate documentation upon application.

                      Apply through Service NSW from 20 April until 30 June 2020.

                     Electricity Rebates
                     Small business owners with electricity usage below 100 megawatts per year will see rebates of $750 automatically applied
                     to their next electricity bill in around June or July 2020.

                     Waiver of payroll tax
                     All businesses whose operations are directly affected by the ‘prohibited activities list’ such as gyms and indoor sporting
                     venues, cinemas, beauty therapists and nail salons will be eligible to receive a six-month waiver of payroll tax from April to
                     September 2020.

                     Businesses will need to complete a simple online application form on the ACT Revenue Office website to confirm their
                     eligibility.

                     Payroll tax deferral
Australian Capital    All ACT businesses with Australia-wide wages of up to $10 million can defer their 2020-21 payroll tax, interest free until 1
Territory            July 2022. Businesses will need to complete a simple online application form to confirm their eligibility by visiting the ACT
                     Revenue Office website at: www.revenue.act.gov.au
Eligible businesses will need to lodge their payroll tax returns as normal but will not be required to make the associated
payment at the usual time. If the deferred amount is paid before 1 July 2022, no interest will be charged. Interest will be
applied to any outstanding deferred amounts from 1 July 2022.

Rental relief to tenants of ACT Government owned properties
The ACT Government will review rent charges for commercial tenants of ACT Government properties whose operations have
been significantly impacted by COVID-19.

Commercial tenants that can demonstrate this may receive rental relief for up to six-months from 1 April 2020 will need to
email ACT Property Group at: ACTPGExecutiveSupport@act.gov.au

Residential rates
The government will also:

    •   apply a $150 rebate to the fixed charge component of all residential rates bills in 2020-21
    •   freeze the Fire and Emergency Services Levy in 2020-21 at the current 2019-20 level.

These will be automatically applied to 2020-21 rates bills. You do not need to apply.

Residential tenancy relief
The government will provide a land tax and rates rebate to landlords of residential properties who reduce rents by at least 25
per cent for tenants impacted by COVID-19.

The rebate will be equal to 50 per cent of the rent reduction, capped at $1,300 per quarter (around $100 per week), for up to
six months. This will provide rental relief to impacted tenants of up to $200 per week.
To access the rebate, landlords will need to complete a simple online application form (available soon) on the ACT Revenue
             Office website

               A $27.27 million package announce in February will assist in sustaining jobs and businesses including:

               Business and industry support
                   • Financial workshops for small and medium-sized businesses in partnership with local bodies, business mentoring
                       and a dedicated small business hotline to access information and referral to support services.
             •      Business relief packages to defer lodging and paying payroll tax returns until 31 July 2020.
                   Support for tourism and hospitality providers including waiving renewal fees for inbound tourism operators, waiving
                       daily fees for commercial activity agreements and permits, rebates on some charges and levies and deferral of
                       tourism lease payments.
                   • Support for fisheries and exporters.
                   • A $500 million loan facilities has been established in March to support small businesses with loans of up to
                       $250,000 with an initial 12-month interest free period to help them retain staff.
                • $300 million in cost-of-living relief for households, including a $200 credit for all 2.1 million households to offset
                    the cost of water and electricity.
                • $500 rebate on electricity bills for all Queensland small and medium sized businesses that consume less then
                    100,000 kilowatt hours. This will be automatically applied to electricity bills

               Promoting Queensland
                  • In alignment with Tourism Australia, the Queensland Government will boost its promotion of Queensland to
                      international markets.
                  • This will include a suite of marketing activities aimed at targeting new markets and strengthening development in
                      existing markets and key regions in heavily impacted regions like Tropical North Queensland and the Gold Coast.

               Counselling and support services
                  • For businesses, employees and international students.
The Queensland Government has also announced it will support the arts industry through funding extensions,
           changes to funding application timeframes and rent relief for tenants based in Queensland Government Arts
           infrastructure.

           $10,000 Business Support Fund

           Small businesses are eligible if they:

            •   employ staff
            •   have been subject to closure or are highly impacted by Victoria’s Non-Essential Activity
                Directions issued by the Deputy Chief Health Officer to-date
            •   have a turnover of more than $75,000
            •   have payroll of less than $650,000.

           financial year waived.

Payroll Tax Deferral
                      You can also defer paying payroll tax for the first quarter of the 2020-21 financial year until 1 January
                      2021. OSR Victoria will send you more information about this measure in July.

                    A $607 million package has been announced which includes:

                          •   $402 million to freeze household fees and charges until at least July 1, 2021. Freeze will apply to entire
                              'household basket', including electricity, water, motor vehicle charges, emergency services levy and public
                              transport fares.
                          •   Energy Assistance Payment (EAP) doubled to $600 to support vulnerable Western Australians, including pensioners.
Western Australia         •   $114 million in additional measures to support small businesses.
                          •   Small businesses that pay payroll tax will receive a one-off grant of $17,500.
                          •   $1 million payroll tax threshold brought forward by six months to July 1, 2020.
                          •   Businesses impacted by COVID-19 can defer payroll tax payments until July 21, 2020.
                          •   20 days paid leave for those in the public sector (including casuals) who need to stay home due to COVID-19.

                      A $350 million package will help drive the South Australian economy and secure local jobs with a focus on major
                      infrastructure maintenance projects including road and hospital upgrades, new tourism infrastructure and an expanded
                      Economic and Business
                      Growth Fund to support local industry. To date it includes:
•       A $15 million investment in country hospital upgrades to boost local economies, trigger immediate jobs and
                                provide better health services closer to home throughout regional South Australia.
                        •       Doubling the Planning and Development Fund available this year to $50 million to support local project and create

                  The Tasmanian government has prepared a $420 million stimulus package which includes:

                  Household assistance

                            •      $1 million over the next three months will be provided to organisations such as the Salvation Army, Red Cross
                                   and Rural Business Tasmania to support vulnerable Tasmanians affected by COVID-19.
                            •      One-off payments of $250 for individuals or up to $1,000 for families, for those who are required by Public
                                   Health to self-isolate as a result of COVID-19.
                            •      $1 million emergency accommodation support will be available for individuals and families.
                            •      Supporting Primary Health & Mental Health Sectors
                            •      $2 million for additional support for primary health care providers.
                            •      $1 million will be available for accommodation for frontline workers if they need to stay away from home, in
                                   circumstances where their family members are ill.
                            •      $1 million will be provided for Mental Health Programs provided by community organisations to support
Tasmania                           individuals experiencing mental health difficulties as a result of COVID-19.

                  Assistance for Small Businesses

                            •      $20 million in interest free loans to small businesses in the hospitality, tourism, seafood production, and exports
                                   sectors with a turnover of less than $5 million.
•      Payroll tax liabilities will be waived for hospitality, tourism and seafood industry businesses for the last four
               months of 2019-20. Other businesses with payrolls of up to $5 million will be able to apply, based on the impact
               of virus, to have their payroll tax waived for April to June 2020.
        •      $50 million allocated to fast track maintenance on public buildings over the next 12 months.
        •      To assist with small business cash flow, the Tasmanian government will pay bills sooner.
        •      The targeted Small Business Grants Program provides a $5,000 grant for businesses that hire an apprentice or
               trainee in the tourism, hospitality, building and construction, and manufacturing industries. Funding for this
               measure has been brought forward.
        •      The Youth Employment Scheme provides a payroll tax rebate for one year, to businesses that employ a young
               person aged 24 and under, between April and December 2020.
        •      $80,000 will be provided to the Tasmanian Chamber of Commerce and Industry (TCCI) to provide Human
               Resources and Industrial Relations assistance associated with the coronavirus to businesses.

Assistance for Local Government

    •       $50 million in interest free loans over three years will be made available to encourage Local Government to upgrade,
            renovate and to do necessary maintenance to improve tourism and other assets.
    •       Industry Assistance for Tourism, Hospitality and Fisheries
    •       For April, May and June 2020, the Government will waive a number of leases, license and parks’ entry fees for
            tourism operators.
    •       A 50 per cent discount on liquor licencing fees and a waiver of all application fees for the calendar year 2020.
    •       A fisheries fee waiver for 12 months.
    •       $100,000 will be provided to the Tourism Institute Council Tasmanian (TICT) and the Tasmanian Hospitality
            Association (THA) for training in the tourism and hospitality sectors.
    •       $1 million has been made available for Tourism Tasmania to develop a local holiday campaign to encourage
            Tasmanians to support the local tourism industry.

                     The NT government has announced a $60 million Jobs Rescue and Recovery Plan to support the state, with details to be
                     released later today (18th March). It is expected to include:

                         •   An expanded Home Improvement Scheme, where all Territory homeowners will receive up to $6,000 to undertake
                             renovations and improvements to their property by a local business or tradie. People will need to put in $2000 to
                             receive the additional $6000 or alternatively they can put in $1000 and receive $4000.
                         •   Eligible businesses will receive $10,000 for upgrades as a part of a new Business Improvement Scheme aimed at
                             helping businesses attract more customers. If a business also wants to contribute its own $10,000, the government
                             will pitch in an additional $10,000 for a total of $30,000.

                     24 March 2020
                     The Northern Territory (NT) Government is delivering a $65 million Jobs Rescue and Recovery plan, and an additional $50
                     million fund to support small business. This is to help stimulate the economy and keep Territorians in jobs.

                     This package is the second phase of the response to the significant economic impact of COVID-19, and is complementary to
                     initiatives offered by the Federal Government to all jurisdictions.

                     The Territory package includes:

Northern Territory       •   Home Improvement Scheme - $30 million
                         •   Business Improvement Grant - $20 million
                         •   Immediate Work Grant - $5 million
                         •   Small Business Survival Fund - $50 million
                         •   Tourism support
•   Handbrake on increases to government fees and charges
   •   Payroll tax exemptions
   •   Infrastructure fast tracking
   •   Government procurement and grants fast tracking
   •   Supporting casual workers
   •   Direct support for business
The Federal Government is also acting to support households and businesses and address the significant economic
consequences of the Coronavirus.

On 22 March the Government announced a second set of economic responses which, combined with previous actions, total
$189 billion across the forward estimates, representing 9.7 per cent of annual GDP.
