Who Can Apply for NADPRP Funds? Under NADPRP, APHIS may enter into cooperative agreements with a variety of animal health stakeholders to support high-value preparedness and response projects. Through this network of partners, NADPRP funds leverage national and local expertise to address specific animal disease preparedness and response issues across the country. States, including State Land-grant universities Veterinary organizations departments of agriculture, offices of and colleges of veterinary medicine or specialty boards recognized by the State’s chief animal health the American Veterinary Medical official, and State emergency Association agencies National livestock, poultry, Indian Tribes Federal agencies and aquaculture producer organizations with direct and significant economic interest in livestock, poultry, and aquaculture production 8

NADPRP Program Cycle Define Open Review Approve Award Monitor Priorities Period Proposals Funds & Report The 60-Day Open Period is when eligible entities are invited to submit proposals for projects that support the current year funding priority topics. Application packages must be submitted by 11:59 PM EDT on August 6, 2021 10
2021 NADPRP Funding Opportunity General Information • Up to $10 million available • Proposals must directly support one of the 2021 funding priorities • Applicants may submit more than one proposal • Proposal Selection Process: Competitive review process, external and VS reviewers, USDA makes final decisions • Cooperative or interagency agreements • Awards may range from $25,000 to $500,000 • Expected projects start dates: Jan 15 to Mar 1, 2022 • Projects must be completed in 2 years or less • Robust reporting requirements for accountability! 11 9
NADPRP 2021 Funding Priorities Proposals must clearly, directly, strongly support one of these priority topics: 1. Develop and/or enhance State and Tribal foreign animal disease (FAD) vaccination plans to improve animal disease outbreak response capabilities. 2. Support animal movement decisions in an FAD outbreak. 3. Strengthen outreach and education on animal disease prevention, preparedness, and response to specific audiences. 12
NADPRP 2021 Funding Priority 1 Develop and/or enhance State and Tribal foreign animal disease (FAD) vaccination plans to improve animal disease outbreak response capabilities APHIS will support projects that will develop / improve FAD vaccination strategies and plans that are: Realistic Adaptable to different situations, Align with USDA plans and guidelines Consistent with – or easily coordinated with - plans from other States or Tribes 13
NADPRP 2021 Funding Priority 1 Details Priority will be given to projects that: • Develop & improve FAD vaccination plans • Provide Training and Exercises to increase understanding of and capabilities to implement vaccination plans & identify areas for improvement • Collate and Share Information from exercises to ensure that lessons learned are incorporated into planning efforts & help minimize redundancy • Develop & Test Strategies to ID, Track, Manage Vaccinated Animals • Develop just-in-time training / SOPs for States or Tribes to address logistics and biosecurity of implementing a vaccine plan & receiving and administering vaccines on premises 14
NADPRP 2021 Funding Priority 2 Support livestock movement decisions in an FAD outbreak APHIS will support projects that will support animal movement decisions in an FAD outbreak. 15
NADPRP 2021 Funding Priority 2 Details Priority will be given to projects that: • Enhance ability of States and Tribes to implement nationally consistent decisions on risk and movement of animals in an outbreak. E.g., develop standardized criteria and data / information sharing requirements. • Exercise and coordinate transportation and movement plans in Secure Food Supply Plans for FAD outbreaks. • Develop / exercise regional plans to support animal movement decisions in an FAD outbreak • Develop, validate, improve procedures for cleaning & disinfection of trucks and trailers in an FAD outbreak, especially in different weather conditions. • Identify and recommend biosecurity practices that eliminate or minimize FAD spread through transportation assets like trucks and trailers • Quantitatively assess the risk of spreading FADs through trucks and trailers & the impact of C&D or biosecurity measures to minimize that risk 16
NADPRP 2021 Funding Priority 3 Strengthen outreach and education on animal disease prevention, preparedness, and response to specific audiences APHIS will support projects that will deliver outreach and education on animal disease prevention, preparedness, and response topics to specific audiences including but not limited to underserved, non-traditional, small-to-mid-size producers, and Indian Tribes. 17
NADPRP 2021 Funding Priority 3 Details Priority will be given to projects that: • Address information gaps among these audiences in areas of disease prevention, biosecurity, early disease recognition and reporting, critical activities for outbreak response, roles/ responsibilities in an outbreak, and raising awareness about what happens in a large-scale animal disease outbreak & how it may impact the target audience. • Leverage existing educational materials and existing agriculture extension networks to provide outreach, education, and training on these preparedness and response topics • Foster understanding among producers on different types of operations in an area or region on roles and responsibilities of all producers, regardless of size, in an animal disease outbreak 18
What is VS Looking for in NADPRP Proposals? For all priority topics, applicants are encouraged to develop proposals that: • Address significant known gaps • Focus on underserved, non-traditional, niche, Indian Tribe, or hard-to-reach audiences and/or small-to-medium sized producers • Build other study and project findings • Leverage partnerships- livestock and related industry, veterinary organizations, State, Federal, academic, cooperative extension, and Indian Tribes • Provide benefit to many livestock industry sectors & addresses needs of different operation sizes 19

Use of Funds: Unallowable Costs ꭕ Costs incurred prior to the effective date of the agreement ꭕ Construction ꭕ Land acquisition ꭕ Projects or activities associated with VS-State-industry cooperative programs ꭕ Promotional or thank-you material ꭕ Food and beverage for meetings, trainings, or workshops ꭕ Bonuses or commissions ꭕ Fundraising ꭕ Meeting, conference, symposia, or workshop honoraria ꭕ Compensation of Federal Employees 31
Use of Funds: NADPRP Indirect Costs NADPRP Eligible Applicants – How to Calculate Indirect Costs • Indirect costs are limited to no more than 10 percent of total direct costs or the application of an indirect cost rate agreement, whichever is less • Indirect costs exceeding 10 percent of total direct costs are not allowed • If claiming indirect costs and an Indirect Cost Rate has been negotiated, submit a copy of the current Negotiated Indirect Cost Rate Agreement (2 CFR Part 200.19) • Eligible entities must notify sub-applicants of the limit on indirect costs, and the combined (eligible entity and sub-applicant) indirect costs may not exceed 10 percent of the total request for Federal funds 32
Use of Funds: Cost Sharing/ Matching • Cost share/match is not required for NADPRP or NAHLN cooperative agreements • If a recipient includes cost share in their budget proposal and it is accepted by APHIS VS, the commitment of funds becomes legally binding, must be reported on the SF-425, and is subject to audit 33
Use of Funds: Cost Effectiveness Project team trip to a Huge Resort? Probably not… Project proposal costs must be: • Reasonable • Necessary for project objectives • Leverage existing resources- personnel, vehicles, computers, where possible 34

Review Process • Initial Screening Applications must meet minimum eligibility criteria. • Review Team Applications are scored and ranked by a team of SME’s nominated by APHIS or by the NADPRP Consultation Board. The reviewers recommend which proposals to fund & their funding levels. • USDA Approval USDA has final approval on each proposal presented for funding. • Applicant Notification After the Secretary approves the Spending Plan- All applicants are notified via email APHIS announces the spending plan A list of funded projects is posted on the NADPRP website 37

Tips for Proposals • Read the funding opportunity announcement carefully • Remember that only proposals that directly and strongly support the funding priorities will be considered • Invest time crafting a concise executive summary that explains what the project will do & what it will deliver (250 words max) • Develop your proposal with the evaluation criteria in mind • Be sure your application package is complete and includes all required information and forms 40
Remember that the review panel’s job is to ensure the government’s funds are being well spent. Proposals selected for funding provide the highest likelihood of high-value tangible end products. Take some time to think about the proposal. A proposal that is well written and easy to follow will be well received by the review panel. Don’t wait till the last minute to submit the proposal. If the system is down or corrections are required, it could mean that your proposal will not be submitted by the deadline. 41
