2 Eastport-South Manor Central School District Your Board of Education is a group of local residents elected by you to govern your school district. It consists of seven members, each serving a three year term without pay. In general, the Board defines local school district policies and fulfills the requirements set by the New York State Education Department. The Board generally meets twice monthly. Community residents are invited and encouraged to attend and speak at all regular meetings and public hearings of the Board of Education and its committees, except those held in Executive Session, as authorized by the Freedom of Information Act. Please note that due to space limitations, this calendar may not list all the activities and events that will take place. Every effort will be made to notify our students, staff members and residents of changes that occur through the District website, www.esmonline.org, as well as various District and school publications, in order to provide up-to-date information.

21 General Information Parent-School Communication The administration and staff of the Eastport-South Manor Central School District have always encouraged direct parent-teacher communication as being the most helpful to everyone involved. If you have a question, comment or seek information about your child’s progress, please make an ap- pointment to speak directly with your child’s teacher. Should you encounter any problems communicating at this level, please feel free to speak with the building principal or the appropriate Administrator. In the event that the Principal is unable to assist you, please make an appointment to speak with the Superintendent. The Superintendent will personally assist you and/or act as a liaison to the Board of Education. Should you have a problem, it is to both your and your child’s benefit to take full advantage of each level of communication. Most matters are usually resolved by a quiet discussion be- tween parent and teacher. Release of APPR Scores to Parents The Governor’s Program Bill #48 stipulates that each school district shall fully disclose and release to the parents and legal guardians of a student the final APPR (Annual Professional Performance Review) quality rating and composite effectiveness score for each of the teachers and for the Principal of the school building to which the student is assigned for the current school year upon the request of such parents and legal guardians. Please be aware that the overall quality rating will be released to a parent or guardian only for his or her child. Code of Conduct The Code of Conduct has been written to meet the requirements of Project SAVE Legislation (Education Law 2801) and Section 100.2 (1) of the Com- missioner’s Regulations. Unless otherwise noted, all statutory references in the Code are to Education Law. 23 General Information Special Education Program for Students with Disabilities A range of services from part-time to full-time education is available to allow success in meeting the requirements of the New York State standards. This is accomplished through specially designed instruction based upon the individual needs of students identified as disabled by the District’s Committee on Spe- cial Education. Consideration of academic, social, management and physical needs form the basis for the type and duration of services. Special Education programs and services are designed to ensure that children with disabilities receive appropriate and equal opportunity for educational growth up to age 21. SECTION 504 POLICY: Individuals with Disabilities The Eastport-South Manor Central School District does not discriminate against persons with disabilities and provides access to qualified disabled individuals to all of its activities and programs. 24 General Information Family Educational Rights & Privacy Act As part of the No Child Left Behind Act of 2001 (NCLBA), a school district receiving assistance under the Elementary and Secondary Education Act of 1965 (ESEA) must give military recruiters the same access to secondary school students as is provided to post secondary institutions or to prospective employers. In addition, school districts are now required to provide students’ names, addresses and telephone listings to military recruiters upon request from the recruiter unless parents have advised the school district that they do not want this information to be provided to the military absent prior written consent. NCLBA further requires school districts to notify parents of their right to request this student information be withheld from military recruiters. If you do not wish this information to be provided, please inform Salvatore Alaimo, Eastport-South Manor Jr.-Sr. High School Principal, no later than Sept. 30, 2021. This federal law also requires that the District, with certain exceptions, obtain your written consent prior to the disclosure of personally identifiable information from your child’s education records. The District may, however, disclose appropriately designated “directory information” without written con- sent, unless you have advised the District to the contrary in accordance with the District’s procedures. Unless objection to any of the specific items are submitted in writing by parents, legal guardians or those students over the age of 18 years, the District herewith gives notice of the possibility that the District may release or publish in the District’s newsletters or bulletins, school or student newspa- pers, magazines, yearbooks or other publications, daily or weekly newspapers, athletic programs, musical, theatrical or award programs, District-maintained websites or social media platforms, news releases and school-related organizations, any or all of the following directory information pertaining to students as may be appropriate under the circumstances: a student’s name; ID number, user ID, or other unique personal identifier used by a student for purposes of accessing or communicating in electronic systems; address; telephone listing; date and place of birth; major course of study; participation in school activities or sports; weight and height of members of athletic teams; dates of attendance; degrees and awards received; most recent educational agency or institution attended by the student; grade level; photograph; e-mail address; and enrollment status. Directory information, which is information that is generally not considered harmful or an invasion of privacy if released, can also be disclosed to outside organizations without a parent’s prior written consent. Outside organizations include, but are not limited to, companies that manufacture class rings or publish yearbooks. Under FERPA and District policy, parents, guardians or students over the age of 18 who do not desire the release of any of the above directory information must make a specific request in writing to the Su- perintendent of Schools no later than Sept. 30, 2021. Failure to make such request shall be deemed consent to release, provide or publish directory information during the 2021-2022 school year.

26 Health & Athletics Immunizations All schools are obligated to enforce the requirements of NYS Public Health Law and State Education Department regulations. No student shall be admitted to school, or in the case of students entering from outside New York, be allowed to attend school in excess of 14 days without satisfactory written evidence that the student has been immunized. Students who are not properly immunized as outlined by the New York State Department of Health may be excluded from school (see NYS Public Health Law 2164, section 7a). 28 Facilities Pesticide Notification Request New York State Education Law Section 409-H, effective July 1, 2001, requires all public and nonpublic elementary and secondary schools to provide written notifica- tion to all persons in parental relation, faculty and staff regarding the potential use of pesticides periodically throughout the school year. The Eastport-South Manor Central School District is required to maintain a list of persons in parental relation, faculty and staff who wish to receive 48-hour written notification of certain pesticide applications. The following pesticide applications are not subject to prior notification requirements: • When a school remains unoccupied for a continuous 72 hours following an application; • Antimicrobial products; • Nonvolatile rodenticides in tamper-resistant bait stations in areas inaccessible to students; • Silica gels and other nonvolatile ready-to-use pastes, foams or gels in areas inaccessible to students; • Boric acid and disodium octaborate tetrahydrate; • The application of EPA-designated biopesticides; • The application of EPA-designated exempt materials under 40CFR152.25; • The use of aerosol products with a directed spray in containers of 18 fluid ounces or less when used to protect individuals from imminent threat from stinging and biting insects, including venomous spiders, bees, wasps and hornets. In the event of an emergency application necessary to protect against an imminent threat to human health, a good faith effort will be made to supply written notification to those on the 48-hour prior notification list. 29 Facilities Use of School Facilities & Athletic Fields State law regulates the use of school facilities and fields by outside community groups. Members of groups who desire to use school facilities and/or fields can utilize our online ML System link, which is on the District website under “Departments: Facilities”. External groups must submit current liability insurance prior to approval. After your group is approved, you will have access to request building and/ or athletic field usage and will be subject to approval by the appropriate administration of the building or field you are requesting. Requests can be submitted 90 days from the date of the event, but not within two weeks of the event. No Smoking/Vaping Policy Eastport-South Manor Central School District has smoke-free campuses. Smoking or vaping is prohibited for everyone at all times on school property, which includes all buildings, outdoor grounds and vehicles that are used to transport employees and students. Asbestos Announcement AHERA is a federal law enacted in 1987 that requires all school districts to reinspect for asbestos-containing building materials. Our facilities have been inspected and response actions were developed to ensure a continued safe environment for our students and employees. Activities include training of custodial and maintenance staff to prevent disturbance of asbestos and periodic reinspection and surveillance activities by trained personnel. The AHERA Management Plan is available for your review at the office of the Director of Plant Operations, located in the High School.
