Message from the President Congratulations and Welcome to Toyo University Congratulations on your success in Toyo University’s entrance examination! I would like to extend my warmest congratulations and welcome you all; you have passed Toyo University’s entrance examination as a result of your hard work. I hope that you are now filled with joyful expectations of your new life here at Toyo University. All our staff and faculty members are also looking forward to meeting you, and watching your progress and growth through campus life. Toyo University originated in 1887, when Dr. Enryo Inoue founded the private Philosophy Academy. Although it started as a university with just one faculty, the Faculty of Letters, it achieved steady development after WWII and has now developed one of the broadest academic scopes for a private general university in Japan. In April 2017, which marked the 130th anniversary of Toyo University’s founding, we established three new undergraduate faculties with five departments and a new campus in Akabanedai, Kita Ward, Tokyo. As of AY2019, Toyo University became a general university with 13 undergraduate faculties with 46 departments and 15 graduate schools offering 36 courses at five campuses located in Hakusan, Asaka, Kawagoe, Itakura and Akabanedai, where an advanced level of education and research is pursued. In addition to these campuses, we also have a general sports center at Shimizu-cho in Itabashi Ward, as well as seminar houses used for seminars, group activities and various other events, including some that embody the concepts of “ocean” and “mountain” due to their locations. The University has achieved substantial expansion and upgrading of its facilities at the campuses, including expanding computer-equipped classrooms, installing learning commons in the libraries, as well as upgrading our laboratory facilities and gymnasiums. We hope that you will actively utilize these facilities to enrich your campus life. Currently, Toyo University is developing its educational activities aiming for the three key pillars of “philosophy education,” “globalization” and “career education.” In 2014, in particular, we were selected for the Top Global University Project of the Japanese Ministry of Education, Culture, Sports, Science and Technology (MEXT), adding impetus to our efforts to develop human assets with a global perspective. Since Japan, as a member of global society, needs to respond to the tide of globalization, it is essential that those wishing to play an active role in the real world develop a global sensibility and perspective, as well as international common sense. In order to succeed in this borderless global society, it is necessary for you to improve your basic academic skills and develop specialized skills, as well as developing a broad range of capabilities, including linguistic ability, fundamental competencies for your future careers, understanding of different cultures and the ability to make good use of this understanding, and a wide knowledge of your own traditional culture and the ability to share this knowledge with the world. In recognition of these circumstances, we hope that you will take this opportunity to improve and refine yourself in many ways, including studying abroad and participating in overseas study tours of your choice. Let me give you an important tip: if you open-mindedly heed the sincere advice of teachers and other university staff members as well as those who have more experience than you do, and if you work together with friends and peers in friendly rivalry, it will help you lead a fulfilling and enjoyable campus life. Dr. Enryo Inoue, the founder of Toyo University, emphasized the importance of philosophy. In other words, he placed importance on looking at things in depth and searching for the essence of things, without preconceived notions or prejudices. I. Admission Procedure In order to be enrolled at Toyo University, successful applicants must complete their online admission procedure and pay all the relevant fees. ▼ Process for admission to the University Announcement of Successful Applicants Complete the online Admission Procedure and pay Admission YOU ARE HERE! the university fees. Procedure * The recipients of Toyo Top Global Scholarship Type A are exempted from paying the University fees. (Please note that not all successful applicants are selected for the scholarships.) [Only for students who do not have a residence Residence Status status in Japan] and Visa Application Before you come to Japan, you must acquire a Certificate of Eligibility for Residence Status and apply for a visa. Only credit card payments are accepted. Payment by bank transfer will NOT be accepted. For detailed information, please see page 9, STEP 6. NOTE: Recipients of the Toyo Top Global Scholarship Type A will be notified that you have been selected for the scholarship on your “My Page” with the examination results announcement. The fee in parentheses is the amount for students eligible for a 30% reduction. If newly enrolled students pay the full tuition fee and are then given a 30% reduction after admission, they will receive a refund. Note: Extracurricular Activity Promotion Association The Extracurricular Activity Promotion Association was established to enrich academic and campus life through extracurricular activities. The Association provides support to undergraduate students engaged in a wide range of voluntary activities, ranging from academic and cultural activities to sports activities. For instance, Toyo University’s Swimming Club has produced world-ranking swimmers, and its Track and Field Club has won the annual Tokyo-Hakone collegiate ekiden road relay race four times. Such an outstanding performance by students in extracurricular activities helps bolster other students’ sense of belonging to the University, creating a more dynamic and vibrant campus community. The Association also extends support to various projects and events (including concerts and volunteer activities) that are implemented on the initiative of students, thereby helping young minds cultivate their potential by enabling them to realize their dreams and achieve a sense of fulfillment. Thus, the Association plays an important role in giving students a sense of identity and providing an active campus life through extracurricular activities. ▼Withdrawal from Enrollment and University Fees Refund Policy If, due to unavoidable circumstances, you are obliged to withdraw from enrollment to Toyo University after completing the Admission Procedure, you may receive a refund for the payments you have made (excluding the admission fee), provided that you submit a request for a refund through the procedure indicated below by 17:00 on Tuesday, March 31, 2020 (Japan Time). Procedure for Refunds: If you wish to withdraw your enrollment from Toyo University, please complete the Request for Refund of University Fees form, on page 23, and send it by email to the Budget and Finance Office’s Finance Section (mlzaimu@toyo.jp). Make sure that you type “Withdrawal from Enrollment (Examinee’s number and name)” in the subject line. Upon receiving your email, we will send you a conformation email. If you do not receive a confirmation email within three days after sending your email or by the deadline for claiming a refund (17:00 on Tuesday, March 31, 2020 (Japan Time)), please contact the Budget and Finance Office’s Finance Section on +81 (0)3-3945-7305. ※ SPECIAL NOTICE FOR TOYO TOP GLOBAL SCHOLARSHIP A RECIPIENTS WHO WISH TO WITHDRAW THEIR ENROLLMENT: If you wish to withdraw your enrollment, you must also submit the "Request for Refund of University Fees (Withdrawal from Enrollment Form)” even though there will be no refund. II. Online Admission Procedure Access the following URL for the Admission Procedure and complete registration by 23:00 (Japan Time) on the deadline (see page 4). Admission Procedure URL: http://www.toyo.ac.jp/nyushi/admission/admission-data/international-student/requirements-pre-arrival/ Please click “To the Admission Procedure website.” ▼ Important Notes • Never use mobile phones, smartphones, or tablets for the registration. • Make sure you complete the online Admission Procedure and pay the University fees by the deadline. • If you log in to the Admission Procedure website and leave the page with no activity for more than 60 minutes, the network connection will automatically time out. • To go back to the previous page, always use the “Return” button on the screen, not your browser’s “Back” button. If you use the “Back” button on your browser, it will clear all the information you have entered up to this point. • Toyo Top Global Scholarship Type A recipients must also complete the online Admission Procedure. ▼ Preparation for printing • Ensure that your printer is ready to print before entering information on the registration form. After entering all the information, please print out the registration form. ▼Log-in and Confirmation of Information for Admission Procedure STEP 1: Log into the online Admission Procedure system. Enter your examinee number, personal ID and password shown on the “Confirmation of Examination Results” page in “My Page,” and then click “Next.” STEP 2: Check your Faculty / Department Information. Please check that all the displayed information such as your entrance examination type, and the faculty, department, course, and name are correct. If they are correct, select “Main Procedure” and click “Next.” ▼ Information Entry * Enter the required information for both “1. Registration of Password” and “2. Registration of Basic Personal Information” STEP 3: Enter information required for the Admission Procedure. 1. Registering a PIN (personal identification number), etc. (Only for first-time registration) 1) Enter your PIN. For your PIN, create a four-digit code, and click “Next.” * You will need this PIN to use the automatic certificate issuing machine on campus after enrollment to the University. The PIN will be valid until you graduate, so be sure to take a note of the PIN. 2) Confirm the entry. If the displayed information is correct, click “2. To register basic information.” * The “1. Registration of Password” screen will appear only for first-time access. Please note that your PIN cannot be changed after registration. 2. Register basic information * Select and enter information in all applicable fields. * Please be aware that the contents displayed differ depending on the faculty, department and course. * You will see the date you submitted at the time of the application for Kana, date of birth, and gender. 8
▼ Notes on name entry Enter your name (in Chinese characters or English letters) as it appears in your passport. If you have a middle name, enter it the “Family Name” field. * The name you enter in the “Name” field will appear on your Student ID Card. • Name in English Letters Be sure to enter your name in English letters in the same order as it appears on the right of your ID photo on your passport. * The name you enter in the “Name in English Letters” field will be used to prepare the documents necessary for proxy application for a residence status (see pages 14-15) and various certificates in English issued by the University. • Nationality Select your nationality. (If your country does not fall under any of the countries listed, select “Other.”) • Telephone Number Enter your mobile phone number. • Email Address Enter your computer email address. • Permanent Address in Your Home Country This postal address is used when sending a Certificate of Eligibility for Residence Status and other documents from the university. Please provide an accurate address information to ensure that you receive these important documents. Please insert spaces to separate the numbers or words in your address (the house number, town, city, province, state, country, etc.). Do NOT use commas (,). e.g. [Unacceptable] 5-28-20, Hakusan, Bunkyo-ku, Tokyo, JAPAN [Acceptable] 5-28-20 Hakusan Bunkyo-ku Tokyo JAPAN • Telephone Number in Your Home Country Please enter the phone number, starting with the country code, area code and phone number. After entering all the requested information, click “Next.” STEP 4: Check the information you have entered. All the information you have entered up to this point is displayed. If any corrections or changes are needed, press the “Return” button on the screen. ▼ Confirm your entry If everything looks OK, click the “Confirm” button to register the information you have entered. STEP 5: Complet the registration A “Registration is completed” message will be displayed when you have successfully completed your online Admission Procedure. ▼ Print out the registered information Click “To Print screen” to print the confirmation and your registered information. Please make sure you print out your registered information and retain a copy for your records. ▼ University Fees Payment Procedure STEP 6: Payment of University Fees After completing the online Admission Procedure, follow the instructions on the screen and complete the University fee payment procedures. * Recipients of the Toyo Top Global Scholarship Type A do not have to pay the University fees. (Please note that not all successful applicants are selected for the scholarships.) 1. Select the amount of University fees to pay From the item “University fee amount” displayed on the screen select the amount to pay (either full payment or payment in two installments), and then proceed to the next screen. Note: The entire sum should be paid when completing the Admission Procedure. However, tuition fees, general equipment and facilities fees, lab fees and equipment fees can be paid in two installments over the period of one year. 9
Note: Please refer to pages 5-6 for the breakdown of payments. 2. Confirm the selected payment amount The payment amount you have selected will be displayed on the screen. Proceed to the next screen if it shows the right amount. Note that once you proceed to the next screen you will not be able to change the payment amount. If you wish to change the payment amount, return to the previous screen and reselect the corrected payment amount. 3. Enter the credit card information Following the instructions on the screen, access the payment site for the payment amount, enter your credit card information etc. and complete the payment procedure. * Your credit card statement will show two separate items, for the Admission fee and for the other fees. 10
III. Schedule after Completing the Admission Procedure After completing the Admission procedure, you will receive an email with the subject line “[Toyo University] Admission Letter has been published. IV. Status of Residence 1. Before being admitted to the University Common items (1) Admission to Toyo University requires you to have a status of residence of “Student” or another status of residence that permits a medium- to a long-term stay in Japan as of April 1, 2020. (2) International students who have been accepted for Admission at Toyo University can apply for the status of residence of “Student.” *1 A “Short-Term Stay” status of residence does not permit you to enroll at Toyo University. *1: International undergraduate students admitted to the Evening Course cannot obtain a status of residence of “Student.” (3) International students who have a “Student” residence status can apply for a tuition reduction for international students, scholarships and other support. (Toyo Top Global Scholarship Type A recipients cannot apply to use these support programs.) Although you can enroll and study at Toyo University with a residence status other than “Student” that permits a long-term stay in Japan, such a status does not enable you to use various support programs intended for international students with a “Student” residence status. If you wish to use support programs intended for international students, submit an “Application for Change of Status of Residence” (see “2. Residence status application procedure” below). (4) If, due to unavoidable circumstances, you are obliged to withdraw from Admission to Toyo University after completing the Admission procedure, you may receive a refund for the payments you have made (excluding the Admission fee), provided that you submit a request for a refund through the procedure prescribed by the designated deadline. (5) As part of the procedure for admission to Toyo University, be sure to go through the Admission formalities at the campus where your faculty is located. Some faculties or departments may require freshers to implement another procedure beforehand. If your faculty or department does so, be sure to implement the procedure too. (6) Please note that Toyo University will never be responsible for your inability to attend classes or any other disadvantages that you suffer due to the prescribed procedure, reapplication, a legal action for cancellation, and other circumstances. 2. Residence status application procedure You must have a Certificate of Eligibility for Residence Status and a visa issued, arrive in Japan carrying those documents with you, and submit your Residence Card to the University, to complete the prescribed procedure by April 30, 2020. (1) Proxy application for a Certificate of Eligibility for Residence Status ① When completing the prescribed Admission procedure, you may have an application for a Certificate of Eligibility for Residence Status (hereinafter, “COE”) submitted to the Immigration Services Agency of Japan on your behalf by a certified administrative procedures legal specialist designated by Toyo University. If you wish to ask for the proxy application, check how to submit the necessary documents for the proxy application at “★ How to ask for a proxy application for a residence status” on page15, and carry out the necessary procedure by the deadline for the Admission procedure. After the screening process, the Immigration Service Agency of Japan will issue the COE. Receiving the COE, the certified administrative procedures legal specialist designated by the University will send it to you. Upon receiving the COE, please immediately visit the nearest Japanese embassy or consulate in your homeland or the country where you currently live carrying the COE with you to go through the visa application process. ② If you ask for a proxy application, you will obtain a status of residence of “Student.” ③ The proxy application procedure requires a Certificate of the Ability to Cover Educational Expenses. It may take a long time to prepare the certificate, so start preparing it as early as possible to allow a sufficient margin of time. ④ The screening procedure for a COE is conducted by the Immigration Services Agency of Japan, while the screening procedure for a visa is conducted by the nearest Japanese embassy or consulate. Even if a COE and/or a visa is not issued to you, Toyo University will never be responsible for it. Please note that, if a COE is not issued, you cannot ask for reapplication by a proxy. ⑤ After arriving in Japan, you cannot change your status of residence from “Short-Term Stay” to “Student,” in principle. Be sure to obtain a visa at the nearest Japanese embassy or consulate in your 14
country before you come to Japan. ⑥ Recipients of Toyo Top Global Scholarships Types A and B must obtain a status of residence of “Student.” ⑦ Applicants for entrance exams administered in February or later cannot ask for proxy COE application. (2) If the University cannot confirm that you have obtained a Residence Card by April 30, 2020, the University will cancel your admission to the University as of March 31, 2020, regardless of reasons, including the fact that you are in the process of reapplication or a legal action for cancellation. In such cases, you can receive a refund for the payments you have made, excluding the Admission fee, provided that you submit a request for a refund through the prescribed procedure. (3) If you fail to complete the prescribed procedure by April 30, 2020 despite the COE, the visa or the Residence Card you have already obtained, you will be dismissed from the University as of April 30, 2020. In such cases, you cannot receive a refund for the Admission fees and other University fees (for the spring semester, if you are supposed to be admitted in April). ★ How to ask for proxy application for a residence status ▼ Notes Be sure to write your name in English letters as it appears on your passport. Procedure for Receiving the Toyo Top Global Scholarships Recipients of Toyo Top Global Scholarships are requested to submit the Letter of Intent concerning receipt of the scholarship by no later than the deadline for the Admission Procedure (Japan Time). Download the Letter of Intent from the Student Affairs Office website shown below, complete the applicable fields and submit a scanned copy to ToyoNet-ACE. VI. Support Schemes for International Students Toyo University provides several scholarships and other programs, as listed below, to support international students. * Students who wish to receive the scholarships designated at 1 below must be privately-financed and possess the “Student” resident status. If you wish to change your resident status to “Student” to be eligible for the scholarships listed below, apply for the change of status immediately. You may not be able to receive partial tuition waiver or these scholarships if you do not have the “Student” resident status by the date of admission. There may be other requirements for partial tuition waiver and the scholarships. * Toyo Top Global Scholarship Type A recipients are NOT entitled to partial tuition waiver or scholarships designated at 1 below. * Toyo Top Global Scholarship Type B recipients are NOT entitled only to scholarships designated at 1 (2) below. 1. Partial Tuition Waiver and Scholarships (Academic Year 2019 data) 1) Toyo University Partial Tuition Waiver for Privately-Financed International Students The Toyo University Partial Tuition Waiver for Privately-Financed International Students scheme is designed to encourage learning for international students who are enrolled in Toyo University or its graduate schools and reduce the financial burden of their everyday living. * For detailed information, refer to “VII. Toyo University Partial Tuition Waiver Scheme for Privately-Financed International Students” on page 18. 2) Scholarships ① Masajuro Shiokawa Scholarship This scholarship was founded in April 2002 by the late Mr. Masajuro Shiokawa, who served as Toyo University Chairman and President, to promote international exchange at Toyo University and contribute to the education of international students. The scholarship is awarded to privately-financed international students with excellent grades, who are of good character and health, and who intend to contribute to the development of their own countries after graduation. Toyo University International Students Insurance This insurance system compensates for the cost of bringing family members to Japan when an international student falls ill or is involved in an accident. Eligibility 1) The student is an international student residing in Japan and enrolled at Toyo requirements University (regardless of whether expenses are government or privately paid, and periods of absence from school). 2) The student has completed international student registration procedures within the period designated by the University. 3) The student is enrolled in a health insurance scheme (such as the Japanese National Health Insurance scheme). VII. Toyo University Partial Tuition Waiver for Privately-Financed International Students Scheme University tuition fees are partially reduced for international students to encourage learning and reduce financial burdens for everyday living. * Recipients of Toyo Top Global Scholarships Type A are not entitled to partial tuition waiver. (Recipients of Toyo Top Global Scholarships Type A be able to get a Scholarship while your qualification of scholarship is expired.) 1. Requirements for Partial Tuition Waiver University Fee The regular full payment must be paid. Note: The amount waived will be Payments refunded to students after admission. Status of International students must be paying fees out of their own funds and have a residence valid “student” status of residence. Procedure After admission, “Registration Form for International Student” and “Application Form for Partial Tuition Waiver” must be submitted. Financial The partial waiver is for students who would find it difficult to complete their circumstances studies due to their financial circumstances (those whose financial assistance from parents, siblings or other relatives is 120,000 yen per month or less). 2. How to Apply Eligible students are required to apply to Partial Tuition Waiver to Toyo University promptly after admission. For detailed information, including the period when the application form is available and the deadline for submission, please confirm the announcement after completion of your Admission Procedure. 3. Period/Amount of Partial Tuition Waiver (1) Period: April 1 (Wed.), 2020 to March 31 (Wed.), 2021 (2) Amount: Reduction equivalent to 30% of tuition fees as indicated in the Toyo University Rules (for the first year) * From the second year onward, a reduction equivalent to 40%, 30% or 20% of tuition fees is available according to the student’s academic record, etc. during the previous year. However, you have to meet the minimum academic performance standards. 4. Important Notes (1) The amount of the reduction will be refunded to successful applicants who have completed the procedures for partial tuition waiver by either one of the following two methods. Students who chose a full payment of the University fee: Refund will be made each semester, spring semester refund in August and fall semester refund in January. Students who chose two installment payments of the University fee: Refund for the spring semester will be made in August. Reduced amount will be billed for the fall semester. (2) If the candidate fails to acquire the “Student” residence status before Admission at the University or if the candidate does not enter the University, he/she will be disqualified from receiving a partial tuition waiver. (3) Even after the partial tuition waiver is granted, it may be terminated in any of the following cases. • When the candidate no longer meets any of the requirements, as stated above in “1. Requirements for Partial Tuition Waiver.” • If the candidate withdraws from the University, is suspended or expelled from the University, or is the subject for disciplinary punishment 18
VIII. Handling of Personal Information at Toyo University In recognition of the importance of our responsibility to protect personal information on students (including those who have passed the entrance exam) and their guarantors (parents, etc.), Toyo University (the “University”) handles all personal information respectfully and appropriately in accordance with the following Basic Policy for Protecting Personal Information. The personal information that students provide this time will be used within the scope necessary for their Admission Procedures, including contacts with students, the creation of a student ID card, the issuance of certificates, placement, and improvements in instruction methods. Personal information is also used to solicit donations by mail while in college and after graduation. Note: The term “personal information” means information on a person who is alive and which can identify a certain individual by their name, date of birth, etc. included in the said information. Toyo University Basic Policy for Protecting Personal Information (Established in April 2006) The Educational Corporation of Toyo University (hereafter referred to as the “Corporation”) recognizes the importance of protecting personal information, and shall protect personal information based on the “Basic Polity” determined in the following, the “Regulations of the Educational Corporation of Toyo University for the Protection of Personal Information,” and based on related laws including the “Act on the Protection of Personal Information (2003, Act No. 57)” when acquiring, managing, using, providing, and disclosing personal information based on our policy of respect for human rights. 1. Acquisition of Personal Information The Corporation shall specify the usage purpose for personal information as clearly as possible, and properly acquire the personal information for operations including education and research. 2. Handling of Personal Information The Corporation shall handle any acquired personal information carefully and properly. According to the “Regulations of the Educational Corporation of Toyo University for the Protection of Personal Information,” a chief privacy officer shall be selected who will be responsible for the protection of personal information, and for improving this protection continuously. 3. Security Management Measures for Personal Information The Corporation shall take necessary security management measures in order to protect personal information. In order to protect personal information, technical security management measures for the information system and physical security management measures shall be taken, and an organizational and personnel security management system shall be configured. 4. Provision of Personal Information When personal information needs to be provided to a third party, principally, the Corporation shall notify this fact to the related person and receive their consent. In addition, when providing personal information, necessary measures shall be taken to prevent leakage, loss and falsification. 5. Responding to Disclosure, Etc. When disclosure, correction, addition, or deletion is requested, the Corporation shall respond without delay. In addition, a “Board of Review for Complaints” shall be established to respond quickly and properly to complaints against decisions related to disclosure, etc. 6. Education and Training The Corporation recognizes the importance of protecting personal information, and shall make efforts to improve the recognition of this by faculty members.
