Welcome
to the Monroe 2–Orleans BOCES Professional Development Guide
The Office of Curriculum, Instruction and Professional Development at Monroe 2–Orleans BOCES is
comprised of a skilled team of administrators, professional development specialists and clerical support
committed to providing a high quality service to our districts.
We support the districts in our region in engaging in continuous professional learning by offering a range
of professional development experiences for administrators, teachers and professional support staff that
are grounded in current educational research. The sessions are aligned with the instructional priorities of
school districts and the New York State Department of Education, and are facilitated in a manner that
reflects best practices.
The Office of Curriculum, Instruction and Professional Development employs a variety of models to
support implementation of the NYS Learning Standards, leadership development, effective practices in
the K-12 classroom, and data-informed instruction. In addition to workshops, professional development
models include job-embedded professional learning through instructional coaching, online learning
opportunities and collegial circles.
Monroe 2–Orleans BOCES offers a number of high quality services for teachers and leaders such as
the Elementary Science Program; Special Education School Improvement Service (SESIS); Mid-west
Rochester Bilingual Education Resource Network (RBE-RN) and Reading Recovery. These services
support our districts in assuring that teachers in our region have the tools they need to provide excellence
and equity for all learners.

    The Mid-West Regional Bilingual Education Resources Network (RBE-RN) is part of the NYS Education Department’s
    networks of support for schools. The goal of Mid-West RBE-RN is to assist districts and schools in creating an optimal
    education environment for English Language Learners (ELLs), which fosters meaningful teaching and learning. Our
    expertise lies in researched-based instruction and assessment of ELLs, along with the alignment of those practices to the

                   his Bachelor’s and Master’s in Mathematics from the University of Florida and received his
                   PhD in Mathematics Education from University of Central Florida in 2009. From 2009-
                   2015, he was a mathematics education faculty member in the Department of Mathematics
                   & Statistics at The College of New Jersey (TCNJ). Currently, he is a mathematics educator
                   in the School of Teaching, Learning and Leadership at UCF in Orlando where he works with
                   undergraduate as well as Master’s and Ph.D. students focused on mathematics education. His
                   primary research focuses on developing teachers’ conceptual understanding of elementary
                   and secondary mathematics and connecting essential mathematical topics through the use
                   of multiple representations and technology. Dr. Safi has written articles for national and
                   international journals and presented at state, national, and international conferences. He is a

                       Reducing Anxiety and Defiant Behavior in the
                       Classroom
                       The National Institutes of Health (NIH) reports that one in four thirteen to eighteen-year-
                       olds has had an anxiety disorder in their lifetime. Without intervention, these children are
                       at risk for poor performance, diminished learning, and social/behavior problems in school.
                       Understanding the role anxiety plays in a student’s behavior is crucial and using preventive
                       strategies are key to successful intervention. Effective behavior plans for these students must
                       avoid the reward and punishment-based consequences from traditional behavior plans and
                       focus instead on the use of preventive strategies and on explicitly teaching coping skills, self-
                       monitoring, and alternative responses
                       Jessica Minahan is a licensed and board-certified behavior analyst (BCBA), author, special

                       who struggle with mental health issues and challenging behavior in public school systems.
                       She specializes in training staff and creating behavior intervention plans for students who

                       interest is to serve these students by combining behavioral interventions with a comprehensive

                       We Got This. Becoming the Teachers Our Students
                       Need Us to Be.
                       We know the research: girls are underrepresented in science and technology; children of color
                       continue to be suspended at exponential rates compared to their white peers; poor children are
                       more likely to attend schools with fewer resources to support their academic growth; school
                       can be an institutionally constructed nightmare for language learners, LGBTQIA+ children,
                       or children with disabilities. These outcomes are exclusionary, and school, as an institution,
                       continues to perpetuate them. People often ask, “How can schools be sexist or racist or classist
                       if I’m not?” Sadly, systems of oppression continue to work against children—despite our best
                       intentions.
     Cornelius Minor   This day will explore how grading practices, classroom routines, teaching methodologies,
                       discipline codes, and other school structures can perpetuate the kinds of exclusion that keep
                       some children from fully accessing and benefiting from a school curriculum. We will study
                       how inquiry/action research can be a tool that practitioners use to dismantle these structures
                       and to change them to truly benefit all learners.
                       Cornelius Minor is a Brooklyn-based educator. He works with teachers, school leaders, and
                       leaders of community-based organizations to support equitable literacy reform in cities
                       (and sometimes villages) across the globe. Whether working with educators and kids in Los
                       Angeles, Seattle, or New York City, Cornelius uses his love for technology, hip-hop, and social
                       media to bring communities together. As a staff developer with the Teachers College Reading
                       and Writing Project, Cornelius draws not only on his years teaching middle school in the
                       Bronx and Brooklyn, but also on time spent skateboarding, shooting hoops, and working with
                       young people.

Title I for Private (non-public)
Schools
We first consult with all of your district’s private schools
to determine which of the schools qualify (not all private
schools will have eligible students). We work with district
and private school staff to obtain Title I funds for each
school’s eligible students and develop Title I Service Plans
for those students.

We’ll work with your staff to gather the data, write/edit your
comprehensive plan, and complete all the required forms for
this NYSED report on the education of your LEP students. All
districts are required to file this report on a yearly basis, whether
or not they receive Title III or state ESL funds. Submission of
