Things to Note for Pre-School AEP
•   Applications for Pre-School AEP must be submitted on its own with age-appropriate
    lesson plans and separated from mainstream programmes for Primary & above.
    Combined applications which check any levels other than Pre-School as the Target
    Audience will not be assessed for Pre-School AEP.

•   Programmes which are technique-driven, product-driven, reliant on worksheets /
    templates or build up towards a certification will not be considered for Pre-School NAC-
    AEP as the focus is on broad-based arts exposure and play-based learning.

•   Evaluation Rubrics are not required for Pre-School AEP

•   Teacher Training Workshops can be accepted under Pre-School AEP if they are tied to a
    Children’s Programme and offered as an optional item for pre-schools to purchase.
      The areas covered should be similar to the content approved for the corresponding Children’s
       Programme.
      They can only be purchased together with the approved Children’s Programme and not as a
       standalone.
      Objective: To equip pre-school teachers with basic arts skills and enable the teachers to extend the
       learning for the children after the Children’s Programme ends.

Capability Development for Arts Instructors
Raising the quality of arts instruction
• In 2012, NAC announced that all arts instructors wishing to conduct NAC-AEP
  Experience workshop programmes from 2017 onwards will need to have the
  minimum pedagogical certification.

• To encourage arts instructors to receive pedagogical training, subsidy was
  provided for existing NAC-AEP instructors since 2012:

          2012 – 2016                  90% subsidy from NAC
          2017                         50% subsidy from NAC

• To date, approximately 900 instructors have received training.

    – Groups with large number of instructors can use this template to facilitate gathering of
      information for the administrator to submit

• You will be notified via email on the outcome of your applications.
• Every approved NAC-AEP programme comes with a Letter of
  Eligibility (LOE).
   – Download the LOE from the portal
   – Check who the approved instructor(s) for the programme are
   – Present the LOE to schools that purchase the programmes as proof of NAC-
     AEP eligibility

Post-Approval: Programme Customisation
• From 2017, schools are not required to submit a Customisation
  request to NAC for the following customisations made to existing
  approved NAC-AEP programmes based on schools’ needs:
   – E.g. Programme duration, number of workshop sessions, programme cost

   – However, customisation of programme content and change of instructors
     not approved for the NAC-AEP programme are not allowed.

• If you wish to make any of the following changes to the published
  information of an existing approved programme, you may submit
  a Change Request.
   – Programme Information

   – Addition of instructor/ facilitator (previously not approved)

Post-Approval: Invoicing the School
• You should invoice the schools 100% of programme cost, even if
  they are tapping on the Tote Board Arts Grant subsidy or NAC
  Grant for Pre-Schools
• Schools will claim for the Tote Board Arts Grant subsidy separately
  through their IFAAS system.
• Eligible Pre-Schools will claim for the NAC grant through their
  respective HQs.
• Please include the Programme ID and Programme Title in your
  invoice to the school.
   – As per listed in the NAC-AEP Programme Directory

Other Important Notes
MOE Instructor Registration Scheme
•   MOE requires all instructors who conduct enrichment activities that are > 8 hours to
    register with MOE
•   Registered status will be valid for 2 years, recommended to re-apply at least 3 months
    prior to status expiry
•   6 – 8 weeks processing time

Mandatory requirement for medical clearance (Pre-Schools)

•   Mandatory requirement under the new Early Childhood Development Centres (ECDC)
    Act and Regulations from Feb 2017, where all non-permanent staff (e.g. vendors, relief
    staff, interns) are required to undergo medical clearance once every 3 years (i.e. pre-
    employment medical check-up)
•   Medical report should be provided to the pre-schools before conducting the
    programmes.
