Multiannual Financial Framework 2021-2027 The financial and budgetary planning of the European Union is guided by the Multiannual Financial Framework (MFF): • MFF is proposed by the European Commission; European Parliament approves and Council adopts MFF • MFF does not equal budget, but is the basis for annual budget planning Relevant for GIZ: • EUR 98 419 million for EU external assistance (under heading 6: Neighbourhood and World) • Under heading 6: external action by the Union and also pre-Accession assistance • NEW! Sub-Saharan Africa and countries of the ACP region (previously part of the EDF) are now also included in the EU budget More Infos on MFF here! NDICI 2021-2027 – PROGRAMMING: “Building the ship while sailing” • Principle of Geographisation: focus on geographic programmes (national and regional) • Multi-Annual Indicative Programmes: (MIPs) • a maximum of two Team Europe initiatives and • a maximum of three priority areas and related possible sectors. • TEIs do have a significant role in the programming but are not the only means of implementation. • Thematic and regional/multi-country multiannual programming will be complementary to country- level programming. • Headquarters will be responsible for the drafting of thematic and regional/multi-country MIPs. • Mid-term review foreseen for 2024. CONSULTATIONS • Team Europe approach – joint efforts of all EU institutions, EU MS as well as their organisations (MSOs), EIB and EBRD • Strong call for the involvement of all EU Member States Seite 9 17/02/2021 Liaison Office for the EU
Team Europe Initiatives: Part of NDICI-Programming • EU internal NDICI Programming Guidelines approved in Nov. 2020 • Implementation on national, regional and multi-country level as well as global level • Team Europe Initiatives (TEIs) are flagships of the Team Europe approach, and are part of the Multi-Annual Indicative Programmes (MIPs) • TEIs are used to define "policy priorities" in which coordinated and coherent EU efforts have a transformative impact • Currently about 158 TEIs in the making (almost all at country level only) (see the Overview by the Liaison Office here) • 49 TEIs part of the first „batch“ of more „mature“ initiatives already discussed with MS at HQ level • Financing of TEIs by EU and its Member Staates • Consultations with MS representatives, EDFIs and MS Organisations via Regional Seminars Seite 10 17/02/2021 Liaison Office for the EU
Content of the Multi-Annual Indicative Programmes (2021) Multi-Annual Indicative Programmes define the priority sectors (3 priority areas, 2-3 sectors each, Global Strategy for the max 2 TEIs) in a country for a multi-annual timeframe.
