EVENT: CCBC Targeted Athletes Camp, Hollyburn Race Team Time Trials
DATES: March 20-21, 2021
LOCATION: Whistler, BC
VENUE: Whistler Olympic Park (WOP), Callaghan Valley
HOST CLUB: Black Tusk Nordic Events Society (BTNES)/Hollyburn Cross Country Ski Club

General Organization
1.  The goal is to hold time trials with officials in order to provide the officials with essential
    training for Nationals 2022 and World Jr. Championships 2023
2.  Athletes include Hollyburn Race Team members and, as a totally separate group, CSI
    targeted athletes taking part in a CCBC training camp in Whistler.
3.  The training activities are time trials for training purposes on 2 consecutive days.
   • Saturday: Interval start distance free technique
   • Sunday: Sprint Classic technique (3 or 4 successive TT’s for HB athletes, qualifier TT and
      heats for CSI targeted athletes.
4.  Anticipated participant numbers per day: 50 athletes; 10 coaches; 30 officials.
5.  The different categories will have their start times staggered throughout the day (more
    than usual) to minimize the number of participants at the venue at any one time.
6.  Only athletes, essential officials and coaches are allowed on the field of play (Cross
    Country Stadium and courses.) Parents and other spectators are not allowed.
7.  Simon Pulfrey, an emergency doctor and a Hollyburn Race Team coach, is the central
    contact point for COVID-19 questions and concerns and if anybody experiences symptoms
    while at WOP. He can be reached at 778-834-8183

Organizer and Venue Considerations
   1.    The Technical Building (Cross Country) at the competition venue will house the timing
         officials in the ground floor office. Only authorized individuals will be permitted to
         enter the office. Phase 3 guidelines for indoor spaces will apply (this includes physical
         distancing, wearing masks, disinfecting equipment, etc.). The number of officials in
         the timing room will be limited to those that are essential (6 or fewer.)
   2.    The Secretary will operate out of either the Flex Space or a canopy tent outside the
         Technical Building entrance.
   3.    Wax rooms will not be used. Coaches can set up a canopy tent near the stadium for
         grip waxing on Sunday.
   4.    The stadium and courses will be set up as for a normal race as this is a key part of the
         officials’ training.

5.     A passage way through the stadium will be available to recreational skiers. The route
          will include passing through the Technical Building breezeway and behind the wax
          trailers
   6.     Washrooms: No extra porta potties will be brought in. The normal washrooms
          available to WOP skiers are to be used.

Requirements for All Participants (athletes, coaches, officials)
   1.   Participants will be required to bring their own lunches, snacks and drinks.
   2.   All participants need to bring their own face masks, gloves and hand
        sanitizer/antibacterial wipes.
   3.   Athletes will be expected to arrive at the venue changed and ready to train or
        compete. They cannot congregate in venue facilities.
   4.   Disposable pin on number distribution will be done from a location outside the
        Technical Building.
   5.     Physical distancing of 3 m. will be required in the field of play (stadium and course) at
          all times. This applies to athletes, coaches and officials.
   6.     Masks will be worn at all times, except for athletes when skiing.

Requirements Specifically for Athletes and Coaches
   1.   Through their club or camp registration, all coaches and athletes will have already
        registered on Zone 4, signed a Participant Agreement and committed to using a Self-
        Assessment Tool on a daily basis.
   2.   Athletes will be expected to arrive at the venue changed and ready to ski and leave
        directly when they are finished skiing.
   3.   Athletes will be required to bring their own skis, poles, ski boots, water bottles (filled),
        back packs, and other necessary equipment. Sharing of these items will not be
        permitted.
   4.   Athletes cannot congregate in venue facilities.
   5.   Athletes will be given pin on disposable numbers for each day. They must take the
        number home for disposal.
   6.   No drink or snack will be provided for the athletes in the finish area. A sanitization
        station may be set up. If so, self-serve face wipes (paper towels) and tissues would
        be made available, as would containers to dispose of the used tissues.
   7.   Athletes will not be allowed to linger or collapse in the finish area. They will not be
        allowed to access their (own) recovery drink until they are outside the finish area.
   8.   Athletes will be required to leave immediately after their warm-down and not linger,
        chat, or socialize within the competition area or at the competition venue.
   9.   A timing chip will be assigned to the athlete for the duration of the event. They wear
        the same chip for all races. The chip is handled by athlete only and placed in a
        collection bag for washing and sanitizing after the final race.

Requirements Specifically for Officials
   1.   All participants will be required to register on Zone 4, sign a Participant Agreement
        and commit to using a Self-Assessment Tool on a daily basis before arriving.
   2.   The number of officials in the start and finish areas will be limited to the minimum
        number required. Physical distancing of 3 m. will be maintained and face coverings
        will be worn at all times.
   3.   Officials spread out around the course must maintain physical distancing of 3 m. and
        wear masks whenever possible.
   4.    Installations and repairs (fences, V-boards, start/finish timing equipment, etc.)
         in the competition area will be handled carefully – rubber gloves and PPE will be
         used as necessary.
   5.    Venue equipment such as shovels, rakes, outdoor timing equipment, etc., will be
         assigned to one individual for the day (as much as possible), and sanitized at the end of
         the day.
   6.    Race Officials and Volunteers: Specific COVID Plans for Race Officials can be
         found below:

APPENDIX A: Timing Officials Detailed Plan
   1.    All should come with their own masks, hand sanitizer, a few pairs of rubber gloves
         and disinfectant wipes.
   2.    All should wear masks and maintain 3 m. distance whenever possible.
   3.    Timing office maximum capacity is 6 people.
   4.    Have hand sanitizer available in different spots of the office.
   5.    Make a suitable schedule of sanitizing common touch surfaces of the timing office
         (to be determined by the Chief of Timing.)
   6.    Athletes and coaches should not enter the Technical Building.
   7.    Start and Finish Area officials should maintain 3 m. physical distance between all
         people (skiers and officials) at all times.
   8.    In an interval start race, the Starter should replace the wand after the athlete has
         departed and before the next athlete moves to the start line, maintaining 3 m.
         distance throughout.
   9.    In an interval start race, the Assistant Starter should keep the next starter at least 3
         m. back from the start line until the wand is replaced. This spot could be marked
         with a cone or similar marker.
   10.   In an interval start race, the late start lane should be set to allow for 3 m. distancing.
   11.   After use, timing chips are to be washed in a solution of 1000ppm diluted bleach with
         water for at least one minute and up to 4 hours. Allow them to air-dry, or rinse them
         in clean water and then air-dry. Do not leave bleach-soaked chips exposed to direct
         sunlight. Undiluted bleach will destroy the chip label stickers and straps and may
         affect their casing.
         Preparing a 1:50 Household Bleach Solution (approximately 1000 ppm):
         100ml (7 tablespoons) household bleach + 5000ml (20 cups) water

APPENDIX B: Race Office Officials Detailed Plan
   1. All should come with their own masks, hand sanitizer, a few pairs of rubber gloves and
      disinfectant wipes.
   2. All should wear masks and maintain 3 m. distance whenever possible.
   3. Have hand sanitizer available in different spots of the office area.
   4. Make a suitable schedule of sanitizing common touch surfaces of the timing office (to be
      determined by the Race Secretary.)
   5. All distribution of pin on numbers and chips from the Race Office to coaches and
      athletes should be done without direct contact. This can be done by pick up of items at
      a table outside the Technical Building.
   6. Athletes and coaches should not enter the Technical Building. If Race Office staff need
      to communicate to them directly it should be done outside the building’s front door or
      through the opening window facing the stadium.

APPENDIX C: Course Officials Detailed Plan
   1. All should come with their own masks, hand sanitizer, a few pairs of rubber gloves, and
      disinfectant wipes.
   2. All should wear masks and maintain 3 m. distance whenever possible.
   3. Have hand sanitizer available at the entrance to the storage bunker.
   4. Tools should be assigned to one person OR if to be shared they should be disinfected
      after use.
   5. All tools used should be disinfected before putting them away at the end of the day.

APPENDIX D: Stadium Officials Detailed Plan
   1. All should come with their own masks, hand sanitizer, a few pairs of rubber gloves and
       disinfectant wipes. Face Shields may be provided if required.
   2. All should wear masks and maintain 3 m. distance whenever possible.
   3. Have hand sanitizer available at the entrance to the storage bunker.
   4. Tools should be assigned to one person OR if to be shared they should be disinfected
       after use.
   5. All tools used should be disinfected before putting them away at the end of the day.
   6. In an interval start race, the late start lane should be set to allow for 3 m. distancing.
   7. Finish Area officials should maintain 3 m. distance from athletes at all times.
   8. Finish Area officials should discourage athletes from collapsing in the Finish Area and
       should have the athletes leave the area after a brief recovery.
   9. Athletes should take their pin-on numbers home to dispose of them.
   10. Athletes toss their timing chips into a bucket of water with bleach at the finish area.
